CCC Camp established at Spivey Cove likely built the pavilion as it was the closest camp to the site. The pavilion closely resembles Region 8 Drawings B-7601, B-7603 and is similar to Plates L-4 and L-5 of the NPSs’ 1935 Park Structures and Facilities.
